Depending upon your interpretation of the recent employment numbers from the Bureau of Labor Statistics (BLS), it looks like the economy is adding jobs. If that’s the case, then one of the first thing those new employees are going to need is training — especially on how to do their jobs safely.

Safety training is especially important for new hires given the kind of unemployment the United States has experienced. Many workers have been sitting on the sidelines for many months to over a year, and it may take them some time to get re-adjusted to the workplace, even if they are returning to jobs that are similar to the ones they lost.

Additionally, safety training is not just the right thing for employers to do, according to experts, it’s good business. One 2001 *survey found returns on investment (ROI) for safety to be over 3 to 1. In other words, every dollar spent on safety netted three dollars in return. In a more recent survey, the expected return was closer to 2:1. Both surveys demonstrate what safety professionals have known for some time: safety in the long run is an investment, not an expense.

Speaking of expense, technology is helping to bring the costs related to training down. Now thanks to online training, safety managers have terrific options for getting employees up to speed on a wide variety of topics at comparatively low costs. For instance, MSDSonline’s on-demand training packages include access to over 80 EH&S related courses on everything from Hazard Communication and Fall Protection to Ergonomics and Winter Driving. However, for new employees, a good place to start might be the Workplace Safety Orientation course.

The Problem

The drive to create a zero incident culture in any workplace focuses on reducing workplace accidents. Upon analyzing the factors that cause workplace accidents, there is one root cause that is often cited: inadequate safety training.

Many standards promulgated by the Occupational Safety and Health Administration (OSHA) explicitly require the employer to train employees in the safety and health aspects of their jobs. Other OSHA standards make it the employer’s responsibility to limit certain job assignments to employees who are “certified,” “competent,” or “qualified”—meaning that they have had special previous training, in or out of the workplace.

Therefore, since passage of The Occupational Safety and Health Act of 1970, employers have been required to develop their own workplace training programs, including the creation or purchase of classroom and hands-on activities to certify the readiness of their employees.

The length and complexity of OSHA workplace safety standards make it difficult to find all the references to training, compounding the problem of pulling together training that follows OSHA’s core content requirements. Many companies have relied on outsourcing their classroom training in order to ensure compliance.

Some classroom solutions have included VHS and DVD trainings. However, these solutions required pulling whole groups of workers away from their jobs to view the video at the same time, affecting productivity. VHS and DVD trainings also provide little in the way of certifying comprehension.

Additionally, maintaining employee training records can provide evidence of the employer’s good faith and compliance with OSHA standards, but keeping those records organized year to year can be cumbersome.

Ultimately, managing a workplace training program can be a costly endeavor. In the event of an accident, employers who are found to have supplied inadequate training to their employees risk citations, fines, and a weaker workforce.
